Final Environmental Impact Statement - December 15, 2000 - Addresses the potential environmental effects of the proposed adoption of specific criteria under which surplus water conditions may be determined in the Lower Colorado River Basin during the next 15 years. The FEIS presents five possible alternatives for implementation, plus a "no action" alternative; it also identifies a preferred alternative - the "Basin States Alternative" - that specifies various Lake Mead water surface elevations to be used as "triggers" to indicate when surplus conditions exist.
